Combine melted butter, minced garlic, dried parsley, salt, and black pepper in a small bowl and mix well.
Preheat the oven to 375°F (190°C).
Lay the flour tortillas flat on a clean surface.
Brush each tortilla generously with the garlic butter mixture.
Evenly sprinkle crumbled bacon over each tortilla, followed by shredded cheddar and mozzarella cheeses. Add chopped chives if using.
Roll up each tortilla tightly from one end into a spiral shape.
Place the rolled tortillas seam-side down on a parchment-lined baking sheet.
Brush the tops with any remaining garlic butter.
Bake for 12 to 15 minutes until tortillas are golden and cheese is melted and bubbly.
Remove from oven and allow to cool for a few minutes.
Slice each rollup into bite-sized pieces and serve immediately.
